Commission approves 15-year solid waste disposal agreement with Finney County Landfill (Waste Connections)

The Garden City Commission on Aug. 5 approved a 15-year agreement with Finney County Landfill Inc., a subsidiary of Waste Connections Inc., to continue primary solid-waste disposal services for the city. Staff described Finney County Landfill as the city’s primary waste-disposal provider and said the vendor has cooperated with city cleanup programs in past years.
Under the new agreement, service would commence Aug. 1, 2025, and expire Sept. 1, 2040. Staff said the current disposal rate will continue until Jan. 1, 2028, and thereafter rates will increase by 4% every three years. The prior agreement dated Aug. 17, 2010, included a 15-year schedule of rate increases and will expire Sept. 1, 2025.
“The recommendation is, staff recommends the governing body approve the county landfill incorporated, a subsidiary of Waste Connections Incorporated,” the presenter said, describing anticipated coding of charges to the solid waste account. Staff noted monthly landfill charges will be paid from account 55157571-5434 and that revenue from collection (Salvatore’s collection reference in packet) will offset costs and be included in future rate considerations.
The commission approved the agreement by motion; the transcript does not record a roll-call of individual votes. Staff said the new agreement’s fiscal impacts will be managed through existing solid-waste charges and future rate-setting processes.
