Garden City approves $420,292 change order to expand Valley View Cemetery project

The city commission voted Aug. 5 to approve change order 3 for the Valley View Cemetery expansion project, adding 1,464 burial plots at a cost of $420,292.50. Staff said the addition increases the project’s total capacity from 2,207 new plots to 3,671 and will provide roughly five additional years of capacity, extending the estimated total time before another expansion to about 13 years.
During the March 4 contract award, the commission previously approved a base contract with M and T Excavation LLC for $708,880.29. Staff said the original project remains on track for completion and that unit pricing from the original bid was retained for the proposed additional work. With change order 3 and associated engineering and miscellaneous costs, staff presented a projected total cost for the project of $1,284,066.50 and said the city issued $1.7 million in general obligation bonds to fund the project; after the proposed change order and related expenses the bond balance available to cover additional items (columbarium expansion, landscaping) was about $415,933.50.
“Staff anticipates that the new cemetery area may need to be utilized as soon as the end of this year and projects that at the current rate of sale, the expansion will take approximately 8 years to sell out,” presenter Tisha said, explaining the demand assumptions behind the change order. The contractor intends to complete the additional expansion area by Dec. 15, 2025, with the overall project scheduled for completion Nov. 15, 2025; staff also noted a possible future columbarium expansion estimated at $75,000.
The commission approved the change order by motion; no roll-call tally by member was recorded in the transcript. Staff indicated project costs will be coded to GL40277100-6121 and that contingency funds from the original contract must be used only at Valley View Cemetery.
