The Berkeley County Planning Commission voted to advance the preliminary plan for Highgrove to the final plat stage. The project proposes 624 residential lots (321 single-family detached and 303 single-family attached) on approximately 160.8 acres; the developer is Doctor Acquisitions LLC and the engineer is Integrity Federal Services (file 2405-151).
Planning staff reported that County Engineer Doug Smith deemed the project compliant with the subdivision ordinance on Sept. 19, 2025, and recommended advancement to the final plat stage. There was no public hearing for the preliminary plan.
Commissioners asked for clarification on road access spacing between the two site entrances. A project representative said the spacing was “about 400” feet, and a staff member noted that the minimum Department of Highways (DOH) spacing is 150 feet. Those figures were part of a brief exchange before a motion to accept staff recommendations was made and carried.
The project site is in the Falling Waters District (tax map 13, parcels 5 and 30) on Hammonds Mill Road approximately 1.2 miles west of the Interstate 81 interchange. The commission’s action advances the project to the detailed/final review stage; any subsequent approvals will be documented at later meetings.
