The Committee of the Whole on Sept. 2 backed placing on the Sept. 16 consent agenda a proposed service agreement with Toole Design Group LLC to develop citywide park signage and wayfinding standards, at a contract price of $999,997.
Lindsay Falkenberg, parks planning manager, told council the firm has regional experience — including work with King County and Eastrail signage — and that the scope includes an assessment of existing signage, stakeholder engagement and development of standards and an implementation strategy timed to align with Redmond 2050 and the city’s PARCC plan. The project would begin in October and aims for an August 2026 completion date; staff said the procurement includes a reserve for later implementation and that some high‑priority gaps could be addressed earlier once the assessment identifies them.
Council members asked whether the effort would produce an implementation plan and how the city would coordinate with regional trail wayfinding efforts. Falkenberg said the selected firm was chosen in part for regional experience and that the contract will produce standards, prioritized gaps and guidance that can be used for implementation citywide.
Council member Fields asked whether the contract delivers a detailed implementation roll‑out or a prioritized set of actions; Falkenberg said the outcome will identify top priorities and low‑hanging fruit and will be flexible enough to guide implementation across city departments. Council members also confirmed that funding for implementation has been set aside, which staff said should allow the city to begin work on priority items more quickly once the assessment is complete.
The committee recorded no objections to placing the item on the Sept. 16 consent agenda.
