Council updates traffic manual to add Redwood Street two-hour parking; traffic commission reviews Barton, River Road and Seventh/Decorah concerns

The Common Council on Oct. 6 approved an administrative amendment to the city’s traffic manual to add a two-hour parking limit on Redwood Street east of Acadia after the Traffic Safety Commission posted and began enforcing the restriction.
Police Chief Dearing said the change was administrative in nature and merely brings the written manual into agreement with posted signs and enforcement. “This change that's in front of you, adding Redwood, it's already posted and enforced. This is the 2 hour limit, that's within that entire area. It just wasn't added. It was missed in the manual,” Chief Dearing said.
Members of the Traffic Safety Commission reported on a wider set of issues discussed at their Sept. 29 meeting. Key items included: a constituent request to remove additional parking on Barton Avenue near Parkfield Drive (staff will re-check a prior 2020 study before taking action); a request to establish a no-passing zone on River Road at Roscoe (commission deferred action until nearby development is settled); and a widely attended community request to install a four-way stop at Seventh Avenue and Decorah Road (the commission decided a four-way stop was not advisable and instead directed special enforcement in the area for three weeks).
Council approved the traffic manual amendment by voice vote. The Traffic Safety Commission said it will revisit Barton Avenue after reviewing past study data and will monitor River Road as development progresses; Chief Dearing indicated the police department will conduct targeted enforcement at Seventh Avenue and Decorah Road.
