Commission waives solicitation ordinance for Fire Department’s 'Fill the Boot' muscular dystrophy drive

The Garden City City Commission on Sept. 16 approved a waiver to city code to permit Garden City Fire Department personnel to solicit donations in city right‑of‑way during the Muscular Dystrophy Association (MDA) Fill the Boot drive on Sept. 20, 2025, from 9 a.m. to 3 p.m.
Chief Versic presented the request, saying the drive is a longstanding community event dating to the 1970s. The city code provision cited in the packet, section 62‑15, prohibits solicitation that requires individuals to enter public streets and thereby could interfere with traffic; the waiver permits department personnel to solicit donations at specified intersections and locations including Kansas Avenue at Fleming Street, the Walmart Supercenter, Showman Crossing Shopping Center and Fall Fest downtown.
The nut graf: staff recommended approval of the waiver so the Fire Department may conduct the charitable fundraiser in established locations and times; the commission adopted the waiver by voice vote and thanked the department.
Alternatives presented to the commission were either to approve the waiver or deny it; staff recommended approval. The commission approved the motion without recorded roll‑call votes.
