The Abilene Planning and Zoning Commission recommended approval of zoning case Z202537, a request to rezone about 44.9 acres at 3009 Dub Wright Boulevard and an adjacent tract near Bishop Road from agricultural open to RS‑6 (single‑family residential) and general commercial frontage.
Planner Adam Holland explained the request and staff’s finding that the rezoning is consistent with the comprehensive plan and the Land Development Code. Tao (agent for the property owner) said the intent is to develop a single‑family neighborhood with general commercial uses along Dub Wright, a major thoroughfare, and that a drainage channel and buffering are planned between the residential area and commercial frontage.
Patricia Renfro and other adjacent property owners spoke about Bishop Road, noting it currently functions like a farm‑to‑market road with bar ditches, no curbs or drainage, and limited lighting. They asked whether future development would require improvements to Bishop Road, who would pay for those improvements and whether the developer would provide buffers and alley access for trash collection. Tao said the developer does not intend to connect the new subdivision to Bishop Road but that if platting required tying into Bishop Road, the developer would be required to improve the portion adjacent to the plat; he said the design intent is to route traffic to Dub Wright rather than Bishop Road.
Commissioners discussed the zoning split and the likely future subdivision layout, and one commissioner moved to recommend approval. The motion carried. Staff and the developer noted that platting, street design and required improvements would be addressed in later planning phases and that neighbors would have opportunities to review plat and engineering materials.
