The County Operations Committee took action on several procurement and facilities items and deferred one major roofing change order for additional clarification.

Air-quality and noise assessment: The committee approved a six-month extension to the contract with Harris Miller Miller and Hanson, Inc. to complete the air-quality and noise assessment for DeKalb Peachtree Airport and to accommodate longer-than-expected federal reviews by agencies including the FAA and EPA. Staff said the contract term increase extends work through June 30, 2026 because review periods have taken longer and the federal government shutdown was expected to cause additional delays.

Elevator and escalator maintenance: The committee approved an increase to the contract term and funding for elevator/escalator maintenance services under the Omnia cooperative agreement, extending contract use through Nov. 3, 2029 and continuing preventive maintenance, inspection, testing and modernization work. Staff explained the Omnia cooperative agreement expiration date had been extended and the county is requesting continuing authority to purchase under that cooperative through its life.

Roof replacement — East DeKalb Police Precinct: The agenda included a high-dollar change order and allocation of SPLOST (special local option sales tax) funds to replace roof sections and HVAC at the East DeKalb Police Precinct at 2484 Bruce Street. Committee members noted previous board action had authorized use of SPLOST dollars for a full roof replacement and that the current procurement paperwork referenced specific on-call contractors and split funding buckets; commissioners asked staff to reconcile language, contract numbers, and vendor names before moving forward. Because the item involved several million dollars and the agenda text and vendor/contract references required clarification, the committee voted to defer that change order and funding allocation for two weeks to allow staff and procurement to reconcile contract numbers, the scope (complete roof replacement vs. sectional repairs), and the SPLOST funding allocations.

Other items: The committee also approved a change-order term increase to cover roof maintenance and other upcoming projects, reallocating SPLOST funds among contract categories as described by procurement staff.
