The Carlsbad Housing Commission on Oct. 9 voted to keep the Nov. 13 and Dec. 11, 2025 meetings at 4 p.m. and adopted a 2026 calendar of regular meetings to begin at 4 p.m. on the second Thursday of each month, with typical recesses in August and September.
A staff presenter explained that the Carlsbad Municipal Code gives the commission authority to set regular meeting days and times and noted that the schedule is adopted each year consistent with the Brown Act. "The car municipal code, establishes that the housing commission determines the regular meeting days and times," the staff presenter said, noting the staff recommendation to maintain a 4 p.m. start time and listing proposed 2026 dates.
Staff recommended keeping the 4 p.m. start to help ensure quorum given commissioners’ limited mutual availability; they also said a later start no later than 5 p.m. would be acceptable if the commission preferred. After discussion about potential conflicts for an absent commissioner and whether to postpone the 2026 decision, commissioners voted first to maintain the 4 p.m. start time for the remaining 2025 meetings (motion carried 4-0), and then to set the 2026 schedule with 4 p.m. start times. The 2026 dates presented by staff are Jan. 8; Feb. 12; March 12; April 9; May 14; June 11; July 9; Oct. 8; Nov. 12; and Dec. 10, 2026 (August and September are typically recess months).
Commissioners discussed the Brown Act requirement for publicly posted schedules and whether approving the 2026 calendar now would prevent the need for special meetings in January. One commissioner suggested postponing the 2026 decision until December to accommodate an absent colleague; another said the colleague’s scheduling conflict may have been related to a prior employer and not ongoing. The commission ultimately moved forward: the 2025 meeting-time motion passed 4-0, and the motion adopting the 2026 start times and schedule passed by recorded votes reported in the meeting (tally reported as three yes, one not voting; Commissioner Collins was absent). Staff said special meetings can still be called as needed and that approved dates will be published on the city website.
