Fulshear Parks and Recreation Board members were told Friday that work at Eagle Landing is largely on track and the developer, D.R. Horton, has agreed to pay for correction of a concrete problem at the concession/concrete areas, with crews finishing remaining work this week.
Board members were told the contractor ground and sanded the affected concrete, filled cracks with epoxy and is placing a “cool deck” finish; D.R. Horton has also agreed to provide and install an ADA seating component that had been removed. Staff said grass establishment will rely on an overseeding plan if needed and that D.R. Horton must approve any overseeding because the developer paid for the initial work.
Why it matters: Eagle Landing is one of two large new ball/soccer complexes the city is opening and board members want community access and a well-prepared grand opening. The city is coordinating scheduling with HTX (the youth soccer/operations partner) and planning a public celebration when turf and facilities are ready.
Board discussion and next steps
- Timing: Staff estimated the city could receive the property from D.R. Horton “very soon,” within a couple of months, and leaders are targeting an operational window in spring (board members cited March as a working target for youth play). The board asked staff to confirm dates with HTX.
- Turf and irrigation: Contractors hydroseeded bermuda; staff proposed overseeding with winter rye to produce visible turf sooner. Staff said rye germination is roughly 60–90 days under cool-weather conditions. Staff emphasized they will not open fields for public play until turf is established and ready.
- Lighting and operations: Large-field lights are controlled by a switch in the concession building. Staff said HTX is expected to have personnel control the lights during scheduled events; board members raised concerns about late-night testing and asked that lights be shut off when not in use.
- Goals and field equipment: Staff said goals will be movable, wheeled and temporarily anchored for safety; HDX (the contractor) indicated the units would be movable so other sports can use the fields. Purchase of goals was reported as in process at the meeting.
- Maintenance and operations: Staff said HTX will handle day-to-day maintenance of the fields they operate, and the city intends to include field inspection and maintenance oversight by Abram/Abraham (city/contractor staff). The board directed staff to start a solicitation for field maintenance contracts to ensure turf care during the startup period and to provide interim professional maintenance while a local youth-league organization forms.
Board members asked for a grand-opening plan that allows youth to attend (not during school hours) and suggested community outreach, drone footage and a modest unveiling ceremony. Staff said they would return with firm grand opening dates at the next meeting.
Ending: The board scheduled a site visit — a brief 30-minute walkthrough — tentatively for Friday, Oct. 24, at 9 a.m. to review progress in person and confirm next steps ahead of seasonal play.
