Plan commission approves development agreement for Schuetz Container Systems project on Seventieth Avenue

The Kenosha City Plan Commission on Oct. 9 approved a developer agreement among the City of Kenosha, the Kenosha Water Utility and Schuetz Container Systems Inc. for property north of 40 Sixth Street on Seventieth Avenue in District 16. The commission held a public hearing and voted to approve the agreement after staff recommended it.

Staff said the agreement, drafted by the city attorney and reviewed by city departments and the applicant, requires the developer to construct Seventieth Avenue extension through the City Industrial Park to Highway S/Washington Road, add turning lanes on Washington Road, make improvements on 50 Second Street and construct a rail spur including a bridge over Seventieth Avenue as part of the overall development. The improvements were described as necessary to serve the industrial site and support truck and rail access.

McKinley Geiger, who identified himself with an address in Union, Illinois, spoke for the applicant and was present to answer questions. No other public speakers commented. Commission discussion was limited; staff reiterated the recommendation for approval and noted the agreement will be recorded as part of the certified survey map requirements for the site.

The commission moved, seconded and approved the development agreement by voice vote. Staff noted no new well or water facility was required as part of the approval that evening. The agreement will proceed to final administrative steps for execution by the city and the applicant and for recording as required by city procedures.
