Commission approves parking‑garage screening and material updates for adjacent mixed‑use parcel

The Boise City Design Review Commission approved work‑session updates for project DRH25-00270, the proposed retail and parking structure at 3150 West Main Street, during an Oct. 8 work session.
Planning staff said the commission previously approved the application and asked for further review of materiality, facade articulation and screening; staff recommended approval of the updated drawings. Caitlin (planning staff) summarized that “the biggest modification is the garage screening” and described the areas where commissioners requested more variation along the long facade.
The applicant team, represented by Ryan Cutler of Alquist Development and Brad Smith (lead architect), presented several changes intended to break up a previously monolithic north elevation. Smith said the team recessed the concrete crash barrier to expose vertical columns, added cable barriers to create positive/negative rhythms, increased moment frame sizes in places to vary panel thickness, and extended columns above the crash barrier to add interest at the top of the garage. He also described lighting moves: “every other column … we’re gonna have lighting up, down lighting,” and sconce lighting for the retail corners.
Commissioners acknowledged the revisions and asked a few detailed questions, including where mechanical equipment would be located and how it would be screened. Commissioner Stad asked whether rooftop RTUs would be screened per city requirements; the applicant said screening would be provided and that final mechanical locations would depend on tenant needs.
Public testimony was not taken at the work session. After brief discussion the commission voted to approve DRH25-00270 through the work session. Roll call recorded Commissioners Marsh, Aguilar and Erstad voting in favor; the motion carried.
Staff noted the applicant will finalize mechanical screening, lighting details, and landscaping as part of the construction submittal and that the project will need to meet conditions of approval related to equipment screening and coordination with utilities.
