At two final hearings, the special magistrate found that Bay County’s abatement actions and subsequent payments brought the properties at 3605 East Orlando Road and 3521 East Orlando Road into compliance, and the magistrate closed both cases.
Staff reported that pre‑bid inspections and contractor abatement were completed following earlier magistrate orders. For 3605 East Orlando Road, staff documented an asbestos survey ($800) and a county contractor cleanup ($2,312), and later reported receipt of a full payment that covered abatement and survey costs; staff recommended the magistrate find the property in compliance. For 3521 East Orlando Road, the magistrate’s June order had directed abatement; staff reported the property was corrected and in compliance as of Sept. 15, 2025.
The magistrate accepted staff recommendations and closed both files. In each case the transcript records that abatement costs constituted a lien until paid and that staff will file closure documentation with the case files.
