Jenny, head of the county’s real property/tax mapping office, briefed legislators on the office’s functions, staffing and a revenue increase tied to higher chargebacks to towns and a new assessing contract.
She said the office employs seven people in total and splits responsibilities between assessment administration (three staff) and tax‑mapping/GIS (three staff plus the director). The office prepares assessment rolls, enters sales, processes corrections after tentative roll close, creates tax bills for villages, schools, towns and the county and maintains county tax maps. “We have a total of 7 employees including myself,” she said.
Jenny said she reviewed chargeback rates this year and notified towns of increases to reflect actual services provided; she estimated the office’s total revenue would rise by about 32%, partly due to taking on assessing services for the town of Sempronius and updated chargeback rates. “So I did do a review of that in the spring and did send out notice to all of the towns that we were gonna be increasing what we charge based on what, you know, what we're actually providing,” she said.
She described other revenue lines: a $1,500 repurchase fee for properties redeemed after the foreclosure auction (intended to offset administrative costs) and an auction buyer premium arrangement under which 4% of the buyer premium will be retained by the county under the current contractor arrangement. Jenny said auction revenues are variable and she kept next year’s projection conservative despite stronger auction performance this year.
On expenditures, Jenny said the office reduced its requested budget by about 4% from last year through small cuts to auto expense, equipment rental, dues and training; she increased the postage line to reflect higher mailing costs for tax bills, noting the postage will be charged back to municipalities.
Jenny said the office will continue to support municipal needs — for example, address assignments and septic‑record mapping — and will perform board of assessment review training and coordinate the annual tax‑foreclosure auction.
