Custer County approves IT master client agreement with PDS; service to begin Oct. 15

The Custer County Board of County Commissioners voted to approve a master client agreement with PDS IT to provide managed information-technology services for county departments and elected offices.
County Attorney Dan Slater told the board the contract had been revised after discussions with the provider and its counsel to address county concerns. “The contract was essentially written not with the government only in mind, and so we made the changes that I felt we needed to make in that agreement,” Slater said during the presentation.
The agreement sets a pricing benchmark of roughly $80 per covered end user. Commissioners and staff agreed the county will label devices that are not covered (for example small desk printers or spare backup laptops) rather than include every device in the county inventory. Slater and county staff said state-owned computers will remain outside the contract because the state provides their support.
Commissioners said the vendor will inventory devices and work with County IT staff to determine which machines will be enrolled. The service-level agreement accompanying the master client agreement was described by staff as detailing the provider’s operational commitments.
A motion to approve “the master client agreement between PDS, IT, and Custer County” passed on a voice vote; Commissioners Paul, Lucas and Kent voted in favor. The board and vendor plan a staged rollout that staff estimated could take about four weeks after the service start; the agreement’s effective date was recorded as Oct. 15, 2025.
County staff said the county will require an initial device inventory and on-site labeling so departments know which hardware is covered and which are not. The board asked vendor and county IT staff to schedule department-level briefings and training so elected officials and department heads understand how remote support and device enrollment will work.
The signed agreement and associated service-level documents will be filed with the county under an IT business file name.
