Oconee County commissioners on Oct. 7 approved a package of land-use actions that included two private rezoning requests, a special-use permit for a temporary manufactured home, a variance for barn siding and countywide text amendments to the Unified Development Code. The board also voted to initiate a separate, board‑sponsored rezoning of a property currently in litigation, directing staff to advertise the item for a December public hearing.
The most detailed vote authorized a modification to a 2017 rezoning for the Landing of Bogart LLC (case P25-0153), allowing a consolidated senior-living development and an increase in permitted total building square footage to 138,422 square feet on about 14.8894 acres at 2881 Monroe Highway. County planning staff recommended conditional approval; the board approved the request with five conditions including a requirement that all parcels be held in common ownership by Landing Senior Living LLC, that condominium lines be recombined to form a single tax parcel, and the 138,422-square-foot cap.
The board also approved rezone P25-0157, a request from NIW Holdings LLC to change 7 acres at 2001 Atlanta Highway from agricultural (AG) to R-1 single-family residential. Staff and the planning commission recommended conditional approval; the board approved the rezoning with three standard conditions.
On a separate application the board granted special-use approval (P25-0150) allowing a manufactured home as a second, temporary residence on 13.35 acres at 1300 Sam Cooper Road. The applicants, Lindsay Cooper and her husband, represented that the dwelling would house family members with health needs; staff recommended conditional approval and the board approved the permit with two conditions, including requiring structures be brought into compliance before the manufactured-home building permit is issued.
The board approved variance P25-0148 for Seminole Woods Boulevard LLC to permit metal siding on a proposed barn on a 127.62-acre property at 1555 Hale Road, with a single condition. Owner Sam Oswald and Morton Building were present in support.
Separately, commissioners adopted text amendments to Articles 10 (project design and construction standards) and 12 (procedures and permits) of the Unified Development Code. Revisions clarified street-classification cross-references for traffic impact studies, added a definition of “traffic design year,” revised traffic-impact-analysis standards for projects on four‑lane U.S. divided highways, and adjusted how on-site septic plan approvals are administratively handled for nonresidential site development plans; a septic permit remains required before a building permit is issued.
Finally, the board voted to initiate a rezone modification of prior rezones (case references 8340 and 043) for a 33.657-acre property at 1291 Virgil Langford Road / Highway 316 (previously the subject of a 2022 denied request and subsequent litigation). On the advice of county counsel the board authorized staff to process a board‑initiated rezoning that will include a new site plan and a nonresidential square-footage cap not to exceed 170,000 square feet; the item will be publicly noticed and scheduled for the board’s December meeting. County staff told commissioners the property remains part of pending litigation.
