Asphalt bids ranged about $160,000–$264,000 and concrete bids were higher; Pavecon’s earlier buy‑board asphalt pricing of $159,842 was determined to be favorable and Pavecon confirmed they would honor it. The recommended award includes full depth asphalt reclamation, trench repairs, power washing, striping, wheel stops and ADA adjustments; the scope also reopens 13 parking spaces previously fenced behind wrought‑iron fencing.
Budget and funding: Staff said the parking lot work is funded from earlier allocation tied to the Granbury Square Plaza acquisition (city allocated $600,000 for various projects tied to the Plaza purchase). Council authorized the contract and allowed a 15% contingency to cover unforeseen site issues.
Quote: “We are creating parking in the on that brick Plaza. That's currently there. That's just basically blocked off and nobody uses it,” a staff member said explaining the project will open previously unused spaces.
