Council approves $35,000 energy audit with Ameresco and budget amendment ordinance

Granbury City Council on Oct. 7 approved an agreement with Ameresco to perform an energy audit (project development phase) for selected city facilities in an amount not to exceed $35,000, and adopted Ordinance 2568 to amend the fiscal year 2025–26 operating budgets across multiple funds to provide funding for the work.
Scope and purpose: Aaron McLean (Director of Internal Services) explained the energy audit’s objective: identify energy inefficiencies (lighting, HVAC, building automation, water heating and envelope) and recommend projects that could reduce utility costs and improve building performance. If the audit supports further work, a second phase would design and implement upgrades that could be funded through lease‑purchase arrangements or other financing, staff said.
Budget and process: Staff said the audit is a first step; the Ameresco contract covers the study only. The council also adopted an ordinance to amend operating budgets in the utility, general tourism, general capital and Granbury Historic Property funds to fund the audit and associated tasks.
Council action: Council voted to approve the Ameresco agreement and adopt Ordinance 2568 to process the budget amendment; staff noted similar audits were done on other city buildings about seven years earlier and that state energy reduction goals were being considered.
Ending: If the audit results support implementation, staff will return with a separate contract and funding plan for capital upgrades.
