Council approves increasing CareFlight membership fee to $2 per month for utility customers

Granbury City Council on Oct. 7 approved an updated membership agreement with CareFlight, increasing the voluntary utility billing membership fee from $1 to $2 per month for customers who opt in.
Program description: City staff said the program has existed since 2007 and that the city has collected the $1 monthly fee on behalf of CareFlight for more than a decade. Under the membership, patients who use CareFlight services and hold a membership generally face no balance billing for covered transport charges; members also receive reductions or write‑offs for uncovered amounts, staff and a CareFlight representative said. Dustin Kaylor, chief financial officer for CareFlight, told council they conducted 114 air transports out of the Granbury area in 2024 and that the service also provides ground transport.
Opt‑out and administration: Staff explained participation is voluntary; residents who do not want the membership can opt out at utility billing. The city will collect the $2 monthly fee for participating customers and remit it monthly to CareFlight. Staff also said the agreement’s legal venue language was updated to Hood County in the version provided to council.
Council action: After a brief discussion about membership numbers and service scope, council authorized the city manager to execute the agreement and directed staff to finalize signature updates.
