The Talladega City Council voted down a contract award for remediation work near the Dam Road project after members said the bid packet lacked sufficient drawings and details.
Council member Betty Dickerson moved to approve the bid from Mike Morgan Industrial LLC for $245,000, but the measure failed on a 3-2 vote: Councilman Denny, Council member Spratling and Council president Sims voted no; Dickerson and Council member Hall voted yes.
The item, listed as Resolution 64-19 and described in the agenda as an agreement with Mike Morgan Industrial LLC for the Dam Road remediation project at a cost of $245,000, drew objections from members who said they had not seen a clear plan for the roadway leading down to the dam. Earlier in the discussion one council member said she had recommended rejecting the bids and looking at other options but that motion received no second.
Council members and staff discussed the apparent lack of a drawing showing the path of the road down to the dam. Council president Sims asked for a drawing showing whether the proposed route is straight or curved and asked staff to present that graphic to the council before the item is reconsidered. City staff said the bids had been procured through a sealed-bid process and that bid openings were conducted per the advertised specifications.
Because the council did not approve the award, no contract was executed. Council members said they will expect an engineering drawing and additional information to be presented at a future meeting before taking another vote on the remediation work.
The matter remains open; the council directed staff to return with the requested drawings and additional detail for further consideration.
