Franklin County commissioners approve transfer-station repairs, vehicle purchase and multiple rezones

The Franklin County Board of Commissioners on Oct. 8 approved several operational purchases and a series of land-use rezoning requests, and adopted a proclamation recognizing National 4‑H Week.
The board voted to replace deteriorating scale stands at the county transfer station at a cost of $5,200 and approved a planned two‑day shutdown to allow equipment and software work necessary to complete the replacement. Commissioners also approved purchase of a 2026 Ford spray truck at government pricing for $57,007.31 plus $8,334 in accessories (flatbed hitch and plow kit). Both items were approved by recorded voice vote with Commissioners Saldemeyer, Wehmeyer, Dickinson and Vice Chair Meador registering “yes.”
In land-use business the board approved five rezoning and boundary-line adjustment requests that planning staff and the planning commission had recommended for approval. The approved applications were: 2508-0049 (addition to a residential estate parcel at 216 and 250 Virginia Road), 2508-0052 (boundary-line adjustment at 4433 and 4427 Louisiana Road), 2508-0053 (rezoning and lot creation at 134 Haskell Road), 2508-0051 (rezoning related to an estate settlement at 1676 Osborne Road) and 2502-0032 (pre‑zoning at 352 Missouri Terrace adjacent to the north Richmond city limits). Each item was moved, seconded and carried by unanimous roll call.
The board approved its consent agenda, including minutes for the Oct. 1 meeting and solicitation of bids for culverts. Earlier in the meeting commissioners read and endorsed a proclamation designating October 2025 as National 4‑H Week in Franklin County; youth members and the district 4‑H youth development agent participated in the presentation.
