The Montebello City Council accepted a notice of completion for work on Plaza Drive and discussed responsibilities to protect the roadway during upcoming adjacent construction at Metro Heights.
Mayor Pro Tem Temayo, who pulled the item for comment, said Plaza Drive will experience significant traffic for approximately two years while construction at Metro Heights proceeds. She asked whether the developer would be required to maintain or restore the road and how the city will protect its long-term condition.
City staff said the notice of completion represents a milestone but that the city will need to monitor the roadway and coordinate with the developer. Staff noted many agreements relating to construction and developer obligations were executed years earlier and may not obligate the developer to repave beyond normal conditions; nonetheless staff said they will engage with the developer and monitor road conditions as construction continues.
The council approved the notice of completion on a 5-0 vote. Council directed staff to monitor Plaza Drive and to continue discussions with the developer about roadway conditions and potential remedies.
