Council President Sims said the council would postpone final passage of the city budget at the request of the acting city manager and finance director, and moved to defer adoption until the council’s Oct. 13 meeting. "We're gonna postpone the passing of budget until the meeting in October, which is October 13," Council President Sims said. The motion was seconded and passed by roll call with Councilman Dickerson, Councilman Denny, Council Member Spratling and Council President Sims voting aye.
The council also approved a change to its December meeting schedule so meetings will fall on Dec. 1 and Dec. 15 to avoid the Dec. 8 Christmas parade. Council President Sims made the motion; it was seconded and approved by roll call vote with the same members voting aye.
Later in the meeting the council took up an ordinance described in the meeting as relating to Christmas decorations and identified as ordinance 1963. After a procedural reading and a motion for immediate consideration, the council voted to adopt ordinance 1963. Council President Sims described the options as "A is the purchase. B is the rental." The council then moved to select option 64 (the rental option, described in the record as 64b), a motion that was seconded and approved by roll call. Meeting remarks indicate Magnolia is the vendor selected for the rental arrangements.
