Council approves SB 1 street repaving list and discusses pavement-management process

The Montebello City Council approved the city’s SB 1 street repaving contract for fiscal year 2024–25 and heard staff explain how the pavement-management plan prioritizes streets.
Council member Peralta flagged the item for comment. City staff told the council the contract will be awarded to All American Asphalt and, if approved, construction is expected to begin within about a month. The project will use rubberized asphalt, a sustainable material that reuses waste tires, staff said.
Council members asked how residents can request that their streets be considered for future years. Staff described the city’s pavement-management system, which ranks streets from worst to best based on objective measures including subsurface thickness and rideability detected with specialized equipment. Staff said the data, not arbitrary requests, drives selection; if a street requires deeper reconstruction with added rock base the cost can be considerably higher and slow overall progress.
Council member Romero asked about an appeals or review process for residents who feel overlooked; staff offered to follow up with council members and connect to residents to review specific cases. The council then voted 5-0 to approve the item.
City staff said additional lists for fiscal year 2025–26 will be prepared for council review as funding allows.
