The Montebello City Council voted unanimously to award Agreement No. 4411 to install a traffic signal at Whittier Boulevard and Sixth Street. The council approved the award on a 5-0 roll-call vote after a brief presentation from the public works department.
The public works director told the council the city received six bids and the lowest responsible bidder was identified as Eleknor Belco Electric (listed in the staff report as Eleknor Belco Electric Inc.). The engineer's estimate for the project was cited at about $7.19 million; the lowest bid including a 10% contract contingency was reported as roughly $6.58 million, a savings of a little over $60,000 and about a 9.2% reduction from the estimate.
Council members asked no substantive questions after the presentation. Mayor Melendez then called for a motion; Council member Peralta moved to approve and Council member Alonso seconded. The roll call votes were recorded as aye by Council member Peralta, Council member Alonso, Council member Romero, Mayor Pro Tem Temayo and Mayor Melendez.
The city expects the signal to include decorative pedestrian features and a scrambled crosswalk at the intersection, an element noted during the presentation as part of the approved project design. Construction timing and coordination will follow the standard post-award process with the contractor and is subject to the agreed schedule in the award documents.
The approval authorizes the city manager to finalize the agreement with the awarded contractor and proceed with construction preparations.
