The finance committee on Oct. 7 discussed an order directing the director of finance to provide a comprehensive accounting of stabilization accounts that have remained unspent for three or more fiscal years and to offer a report for each fund.
Councilor Vah praised a finance department memo and a detailed citizen communication from William Valletta that identified roughly $365,000 in small, stagnant balances and larger sums in earmarked funds (including about $4 million in a GLX account that had been partially repurposed for the high school project). Vah asked how the council could repurpose funds whose original projects no longer exist and whether the council should set target reserve percentages to allow more flexibility during tight budgets.
Legislative liaison told the committee Director Bean would return with a more detailed review and that the finance department is undertaking a process to identify repurpose‑eligible stabilization funds; she said any repurposing or appropriations from stabilization accounts must be approved by the council and stabilization funds must have a designated purpose.
Councilors described a range of follow‑up requests: publish a clear inventory of each stabilization account with origin and current purpose, establish review cadence and target balances (percentage or dollar caps), and provide recommendations for repurposing dormant or obsolete funds. The committee agreed to mark the order as work completed for committee follow‑up and directed staff to continue the review and bring items to the council for repurposing where appropriate.
