Council committee moves $6,296.88 to extend municipal hearing officer stipend through December

The mayor requested and the finance committee recommended appropriation of $6,296.88 from the law department personal services accounts to temporarily increase the municipal hearing officer’s stipend so he will continue conducting hearings through December while a replacement is sought.
The finance committee on Oct. 7 recommended approval of a request to reallocate $6,296.88 within the law department to increase the municipal hearing officer’s stipend through the end of the year.
City Attorney Cindy Amaro told the committee the hearing officer (Bill Roche) has been considering retirement since June and the administration had difficulty filling the position in time for September hearings. Amaro said the department has the funds in its FY26 personal services accounts and seeks to move them between personnel lines to continue paying the officer $500 extra per month for September through December while the hiring process completes.
Amaro said the department and human resources intend to change the payment method for the role from a stipend to an hourly arrangement once a permanent replacement is in place. Councilor Scott confirmed the payment is a stipend and not part of the city’s salary ordinance and raised no objection. The committee laid the item on the table to recommend approval; it was included in the final batch vote that approved agenda items 1–14.
