Council members said the files posted to the legislative tracking system did not clearly state whether the city or residents pay the vendor directly. Councilor Mabaugh asked if the extension would require the city to pay more money and whether the contract amount would trigger a new procurement process. Committee members cited an earlier three‑year contract figure they believed to be large and asked whether the city pays the vendor via service fees taken from user transactions or through direct payments from municipal funds.
A staff member said the proposed amendment is limited to the contract end date and that no other conditions were changed in the document being considered; staff did not have final authority on total historical dollar payments and offered to follow up after the meeting with clarification on compensation and procurement questions. The chair said the item would be laid on the table to recommend approval and that if answers were unsatisfactory the item could be severed from the committee report at the full council meeting.
The committee included the renewal in the final batch vote to approve items 1–14.
