At an agenda meeting, members of the Jacksonville City Council scheduled hearing dates and procedural actions for dozens of land-use items, including a planned-unit-development (PUD) companion set for a new Land Use (LUZ) hearing date of Nov. 18.

The meeting mattered because it set the timetable for when applicants and the public will get formal hearings on several projects and clarified how the council will handle items that have conflicting recommendations from city planning staff and the planning commission.

The chair said the companion to item 12025172 — item 2025173, the PUD — will be taken first at the LUZ hearing cycle and that the new LUZ dates will be Nov. 18. Council members and staff indicated items 1 and 2 will be opened, amended as needed, and re-referred to that cycle.

Council members and staff flagged several items with conflicting recommendations. For example, the planning department recommended denial while the planning commission recommended approval for items listed under file numbers 2025‑242 and its companion, 2025‑243. The meeting noted that if the committee opts to deny those items, that decision would be handled by an amendment to move to deny.

Other procedural moves recorded at the meeting: multiple items were set to be opened and continued to the Oct. 21 meeting where documents will be completed or to be deferred to later cycles. The chair specifically directed that some hearings be opened and continued, and several agenda items were scheduled as open/close/amend/refer depending on applicant submittals and staff reports.

Applicants named during the agenda review included Mike Sitner and Cindy Trimmer, identified as representatives of an applicant firm for a revised site plan the applicant will hand out before the LUZ hearing, and Paul Harden, who was identified as the applicant on a separate pair of items. Council members referenced constituent correspondence on at least one item and asked for follow-up before the next cycle.

The chair and staff also confirmed that several items in sequence would be deferred to future cycles, including an item the chair said would be opened and continued until Nov. 4 so that there will be no public hearing on Oct. 21 for that matter. Several other items were placed on second reading for later action.

The meeting ended after staff were invited to raise any other business; the chair adjourned the agenda meeting.
