The Franklin City Council declined to adopt a fiscal plan tied to a proposed voluntary annexation of 130 acres near Umbarger Lane and County Road 75, voting 4–3 to deny Resolution 2025-11 after an extended public hearing on Aug. 18.
The proposal before council would annex a 130-acre parcel east of I‑65 and divide it into a northern 53‑acre wooded tract proposed for agricultural (AG) zoning and a southern 77‑acre tract proposed for single‑family residential development (rezoned to RS‑3 with commitments). Attorney Eric Prime, representing petitioner Arbor/Silverthorn, told the council the plan includes a mix of RS‑2 and RS‑3 lots, with commitments on architecture, anti‑monotony and trail and park amenities. "This is a voluntary annexation," Prime said. "In this case, we've got 38.5% contiguity." Joanna Tennell of city planning staff explained that the council’s only official action tonight would be on the fiscal plan; formal votes on annexation and rezoning were scheduled for the Sept. 2 meeting.
