Councilman Al Shafi moved to table the item and Councilwoman Martin seconded the motion; on roll call the motion passed with Councilwoman Manuka voting no and the other members voting to table. Staff reported the draft is not a new document but an updated version of a plan first presented to council in September 2024; updates include expanded resident survey results (growing from nine responses in the fall to 62 total responses after outreach), added equity considerations requested by the U.S. Department of Transportation (race, gender, age and income vulnerability analysis), and a deeper analysis of pedestrian‑involved crash data (noting pedestrians account for a small share of crashes but a higher share of severe outcomes).
Staff also said the draft corrects an earlier mapping error that mislocated a solar streetlight and adds traffic‑calming recommendations such as consideration of roundabouts and speed‑reduction measures where warranted. Staff cautioned that the document is tied to federal grant positioning and asked council for timely action; in the meeting staff said a July 1 timeline exists for submission to the U.S. Department of Transportation for related funding opportunities.
Council members who asked for more time said the plan is lengthy and that they had received the latest draft only days before the meeting. By tabling the item, council will review the revisions and vote on the plan at a subsequent meeting.
