The Tonganoxie City Council voted Sept. 18 to approve Ordinance No. 1533, issuing a special use permit for a large wall sign at 316 South Main Street that the staff described colloquially as a mural for the Cedar Hills Mall.
The Planning Commission held the required public hearing on Sept. 4 and recommended council approval by a 6–0 vote, with one commissioner absent, and no members of the public speaking for or against the application. The draft ordinance on the council agenda was prepared by the city attorney, who participated by phone during the council meeting.
“Mister Porter” told the council the application was filed by property owner Angela Feherty and that the proposed wall sign is regulated under the city sign ordinance. Porter said the permit application and supporting materials, including an image of the sign, were included in the agenda packet. The agenda packet shows the sign reading “Cedar Hills Mall boutique / Craft Mall.”
Council member Donnelly moved to approve the special use permit as presented; the motion was seconded by Council member Dale. The mayor called the vote; council members present voted in favor and the motion carried.
The city did not record any public opposition at the Planning Commission hearing, and no amendments or conditions were recorded on the council motion. The draft ordinance was prepared by the city attorney; the ordinance number on the agenda was listed as 1533. The transcript does not specify an effective date or additional permitting conditions.
