The Harrison County Commission on July 9 approved revisions to the coal-severance fund for fiscal year 2025–26 after county staff reported the actual carryover exceeded the budgeted amount. County staff told commissioners the carryover for the fund totaled $749,767, $299,767 more than the $450,000 originally budgeted.
County Administrator (presenting) said the additional $299,767 would be added to the farm-livestock project line because most of that money had been previously allocated for livestock. The administrator enumerated other line-item amounts for the fiscal year: $146,250 for a rail-trail line item; $87,500 for the development authority; and $100,000 for the airport line. Commissioners and staff also discussed a $446,000 figure tied to the youth barn complex and clarified that earlier property purchase costs related to the patrol facility had come from the General County fund, not coal severance.
Commission President moved to approve the coal-severance budget revisions as stated by the administrator; the motion carried unanimously among present commissioners. The administrator noted the coal-severance revisions must be completed by a July 15 deadline. No external approvals were identified as required for these reallocations.
Commissioners asked staff to make explicit in packet materials which specific projects each line item would fund and to ensure future packets include supporting documents. The commission recorded the motions as approvals; staff will implement the reallocation and update budget ledgers accordingly.
