Smithfield council adopts ordinance to annex 18.1-acre parcel on Heath Street

The Town of Smithfield Town Council on Monday adopted Ordinance No. 528-2025 to extend the town’s corporate limits to include an 18.1-acre parcel on Heath Street (Johnston County Tax ID 15078009K). The council opened and closed a public hearing on the petition and then voted to adopt the ordinance.
Town staff member Steven summarized the annexation during the public hearing, saying the parcel is north of Barber Road and adjacent to a parcel the town annexed several years ago. Steven said Smithfield water and sewer lines are available along Barber Road and a sewer line runs along Garner Drive East; the parcel is already inside the town’s fire district and receives police and public works/code enforcement service assignments. He told the council there is no existing development on the property and, therefore, no immediate additional burden on municipal services is expected.
No members of the public spoke during the hearing. After the public comment period closed, a council member moved to adopt Ordinance No. 528-2025; the motion passed by voice vote and the mayor announced the motion carried.
The ordinance implements the next procedural step in a voluntary contiguous annexation petition submitted for parcel 215 on Heath Street. Staff earlier verified the sufficiency of the petition and the council previously set the public hearing by resolution. The annexation survey will be executed following formal adoption.
The town did not provide a documented vote tally in the meeting minutes; the council approved the ordinance by voice vote.
Because no development is proposed at this time, staff said utilities and emergency services already are in place and no immediate service upgrades were identified. Any future development on the parcel would trigger normal permitting and utility-connection processes.
Council members offered brief remarks thanking the Barefoot family (owners/developers referenced in the petition) for their work and noting the matter’s emotional significance following the recent deaths of family members involved with the property.
