The Board of Review approved the minutes from the June 11, 2025, meeting by voice vote. A board member stated “Aye,” and the chair declared the minutes approved.
Board members said they had received new documentation from Realty Income Properties related to parcel Realty Income Properties 19 (Walmart) and that, after an initial review, they were not seeking a subpoena at this time. The board asked for more time to review the materials and requested an opportunity to speak with the tax representative before taking further steps; members agreed to reconvene in July to continue review.
During the meeting, participants also noted a recent sale affecting nine parcels described in the record as having cast-iron issues; staff are continuing to review the large volume of documents and have sought legal counsel and additional information. Board members directed that these parcels be added to the July agenda for more detailed consideration.
A board member said staff would propose a small revision to the Board of Review rules for next year to clarify agent-designation requirements in tenant-owner situations. The proposed tweak would require the property owner to sign an agent-designation form and would require tenants to complete corresponding documentation so staff have a clear authorization chain when owners withhold information. The board agreed to place that rule change on the July agenda for consideration.
The board discussed scheduling and availability. Members noted earlier proposed dates, including July 23, and availability the week of July 14; after confirming schedules, they set the follow-up meeting for Wednesday, July 16, 2025, at 9:00 a.m. at West Bend City Hall.
No formal votes or motions were recorded on the Walmart waiver request, the cast-iron parcel reviews, or the proposed rule change during this session; board members described the decisions as directions to staff and items to return for formal action at the next meeting.
The meeting opened and closed within a brief session; with the minutes approved and follow-up items identified, the Board of Review will reconvene July 16 to continue review of the assessor submissions and the proposed rule language.
