Boulder County officials said the county’s Mobility and Access for All Ages and Abilities plan — launched in January 2021 and adopted in July 2022 — underpins the county’s Mobility for All program, which the Denver Regional Council of Governments awarded the 2025 MetroVision prize to for its work expanding accessible transportation options.
The plan, county staff said, is a five‑year roadmap intended to expand accessible, affordable and equitable travel across Boulder County. A county staff member told the meeting that the plan was developed with more than 30 partners, including transit agencies, human‑service providers and community organizations, and that public feedback was gathered from older adults, people with disabilities, low‑income residents, youth and non‑English speakers.
"It's really important to have a variety of transportation options because not everybody can just jump in their car and go where they wanna go," the county staff member said. "Different demographic groups rely on different modes of transportation, whether it's older adults and people with disabilities who need paratransit or adaptive bikes, or whether it's youth who maybe don't have access to school bus service where they're at. They need to walk and bike to school, or employment transportation for people who are just trying to make ends meet. Multimodal transportation really is that linchpin service that helps people access everything in their community that they need to access."
County staff described several program activities since the plan’s adoption, including bilingual travel trainings, bike events for youth and families, expanded partnerships with agencies serving older adults and people with disabilities, and distribution of eco passes to residents and workers in Nederland. Officials identified Angel Bond as the manager of Boulder County’s Mobility for All program.
Meeting materials presented to the board framed the plan as aligned with DRCOG’s MetroVision goal of a connected, multimodal region, and staff noted the plan’s focus on historically underserved groups to advance sustainable travel options. No formal votes or motions were recorded on the item during the meeting.
The county noted that accessibility assistance for digital materials is available; meeting materials referenced an accessibility request process and response timeframe.
