Zoning Hearing Officer Joe LeClaire on July 17 approved a coastal development permit and a Certificate of Compliance (Type B) to legalize an approximately 5,550‑square‑foot parcel on El Granada Boulevard in unincorporated El Granada (County file PLN2025‑00065). The approval makes the parcel eligible for future development review; it does not authorize construction.
Robbie Miller, the project planner, said the parcel is vacant and located in an urbanized area surrounded by single‑family homes. Miller explained that a Certificate of Compliance Type B is required because the lot was depicted on a subdivision map approved before July 20, 1945 and was first conveyed separately on May 26, 1964. Miller also said the lot’s slope is less than 20 percent and that the project is exempt from environmental review under CEQA Guidelines section 15315 for minor land divisions.
A neighbor who identified himself as Bill (resident next door) asked whether design and building decisions would be addressed at this stage; Miller and the hearing officer clarified that the certificate is a legal step confirming the parcel’s status and that any future building permits and design review processes would be separate and provide opportunities for neighbor input. No applicant representative was present; LeClaire said he had not received written confirmation from the applicant but found the proposal straightforward and approved it subject to the findings and conditions in Attachment A.
LeClaire noted that the project is appealable to the California Coastal Commission and that county appeals of the Zoning Hearing Officer determination must be filed in writing to the Planning and Building Department by July 31, 2025, at 5 p.m., with a $1,962 appeal fee.
