Council approves minor Local 70 revision to allow two lots 25-foot frontage on Bosque Court

Smithfield Town Council approved a conditional‑zoning amendment (CZ‑25‑04) to permit two lots in the Local 70 subdivision to have a 25‑foot minimum frontage on Bosque Court, rather than the 42‑foot frontage shown in the conditional zoning master plan.
Town planning staff said the change affects only two lots (identified as 142 and 146) in an 18.87‑acre phase of the approved mixed‑use PUD and will make those parcels more consistent with adjacent lots. Staff and the planning board recommended the amendment because the developer had reconfigured the preliminary plat and the two lots could not meet the originally anticipated frontage without creating oversized, nonconforming lots elsewhere in the phase.
Corey Mabus of Carolina Commercial Contractors, representing the developer, told council the change does not increase overall density. “We are not increasing the density with this request at all,” Mabus said. He added the design will keep the central landscaped green area and the change was requested to avoid awkwardly large lots that would not match the neighborhood.
Council members discussed the technical difference between a cul‑de‑sac frontage allowance and the court‑style layout of Bosque Court; staff said the UDO allows reduced frontage for cul‑de‑sac lots and recommended the similar reduced standard to allow the two lots to function with the existing design. The council approved the amendment with a unanimous voice vote and specified the two lots (142 and 146) in the motion.
The developer said construction and sitework are underway in other phases of Local 70 and that the requested change will permit the developer to proceed with a cleaner, more consistent final plat for the phase.
