Summary

At its May 21 meeting the San Mateo County Local Agency Formation Commission took the following formal actions.
- Consent agenda: Approved. Motion by Vice Chair Chen Crowley, seconded by Commissioner Draper. Recorded votes in favor included Commissioners Rinaldi, Wright, Martin, Draper, Spear, Vice Chair Chen Crowley and Chair Mueller.
- Item 4, Coastside Fire Protection District municipal service review (MSR): The commission opened the public hearing, received no public comment, and accepted the final MSR, adopting the determinations, recommendations and sphere-of-influence update in the staff report. Motion by Vice Chair Chen Crowley, seconded by Commissioner Rinaldi; recorded votes were all in favor.
- Item 5, Final work plan and LAFCO budget for FY 2025–26: Approved final budget of $923,821 reflecting a $2,000 increase (for a scanning contract approved previously). Motion by Commissioner Rinaldi, seconded by Vice Chair Chen Crowley; recorded votes were all in favor.
- Item 6, Revised LAFCO schedule of processing fees: Adopted the updated fee schedule for the 2025–27 cycle; motion by Commissioner Draper, seconded by Commissioner Martin; recorded votes were all in favor.
- Item 7, Resolution authorizing an agreement with San Mateo County for staffing, legal counsel, office space and supplies for FY 2025–26: Authorized the chair to execute the agreement (contract amount referenced in staff presentation); motion by Commissioner Spear, seconded by Vice Chair Chen Crowley; recorded votes were all in favor.
- Item 8, Public member recruitment process and appointment of recruitment committee: Appointed Commissioners Martin, Chair Mueller and Commissioner Rinaldi to a public-member recruitment committee (one member each from the county, city and special-district categories). Motion by Vice Chair Chen Crowley, seconded by Commissioner Spear; recorded votes were all in favor.
- Item 10a, Draft MSR teleconferencing and public comment policy: Directed staff to circulate the draft to affected agencies and place it on the July 16 agenda. Motion by Commissioner Martin, seconded by Vice Chair Chen Crowley; recorded votes were all in favor.
- Item 10c, Legislative: Authorized staff to send a letter of opposition to SB 777 to both legislative houses and the governor. Motion by Vice Chair Chen Crowley, seconded by Commissioner Spear; recorded votes were all in favor.
