LAFCO hears legislative update: SB 777 amended to create cemetery work group; SB 707 would expand teleconference rules

LAFCO staff briefed the commission on two state bills during the July 16 meeting. The first, SB 777, was amended after the staff report was published and now would require the Cemetery and Funeral Bureau to convene a work group to study options for ongoing care, maintenance and embellishment of abandoned cemeteries and to report findings to the Legislature by Jan. 1, 2026. The staff memo noted CALAFCO had not yet updated its formal position since the bill had not been considered by the appropriate legislative committee since June 2024.
The second bill, SB 707, would alter meeting and teleconferencing requirements by introducing new teleconferencing rules to more legislative bodies. At the time of the report, CALAFCO had no position on SB 707. Commissioner Ciancarelli told the commission the CALAFCO legislative committee had reaffirmed an opposed position on SB 777 at recent meetings and that several LAFCOs in the coastal region remained opposed; she said more updates would follow after the next legislative committee meeting.
There was no formal action on either measure at the July 16 meeting; staff will report further as the bills proceed through committee.
