San Mateo LAFCO appoints Colleen Yu as alternate public member through May 2026

The San Mateo County Local Agency Formation Commission on July 16 appointed Colleen Yu to the alternate public member seat for a term expiring in May 2026. The commission’s recruitment committee, consisting of Chair Mueller and Commissioners Martin and Rinaldi, interviewed one applicant and recommended Yu based on her service on local school boards, participation in the San Mateo County Civil Grand Jury and familiarity with county government.
Staff said the vacancy was posted after the prior alternate public member resigned in March 2025, with applications due by June 30; notices were mailed to cities, special districts and the county and posted on social media. LAFCO staff advised the commission that Government Code section 56325(d) requires an affirmative vote of the majority of the commission, including at least one affirmative vote from each of the county, city and special-district members, to appoint a public member.
Commissioner Martin moved to appoint Colleen Yu; Commissioner Rinaldi seconded the motion. The motion passed on roll call with all commissioners voting in the affirmative (recorded as: Commissioner Rudolph, yes; Commissioner Draper, yes; Commissioner Rinaldi, aye; Commissioner Martin, yes; Chair Mueller, yes). Colleen Yu subsequently took the oath of office at the meeting, affirming support for the constitutions of the United States and the State of California and pledging to faithfully discharge the duties of the office.
The appointment fills the alternate public-member seat through the end of the current term in May 2026.
