Public Works committee approves Fuller Street contract, multiple change orders and maintenance awards; reviews stormwater report and snow policy

The Village of Weston Public Works Committee on April 14 recommended awarding the Fuller Street reconstruction contract to Francis Melvin Incorporated and approved a string of construction change orders, pavement maintenance contracts and equipment purchases while acknowledging the village’s 2024 MS4 (municipal separate storm sewer system) annual report and reviewing snow-and-ice procedures.

The committee voted to award the Fuller Street reconstruction contract to Francis Melvin Incorporated for a total bid of $3,665,318.81. Michael, a public works staff member who presented the packet, said the lowest bid came in roughly $25,000 above the CIP estimate but that sanitary, water and storm components offset each other in the budget review. “Francis Melvin was the low bidder at $3,665,318.81,” Michael said during the meeting. The motion to recommend award carried by voice vote.

The committee also approved change orders and contract actions including: - East Jelinek Avenue change order number 3: the committee recommended approving an increase of $5,645.53 to cover a hydrant relocation found during construction. Michael explained the contractor relocated the hydrant as the quicker option; the motion to recommend approval passed by voice vote. - Weston Avenue (County Trunk X to Ryan) change order number 2: the committee recommended approval of the change order addressing an access path, salvaged base replacement and additional utility connections; the motion passed by voice vote.
