Village updates CIP: Weston Avenue progress, Schofield reconstruction and new pedestrian beacons proposed

Staff reported construction progress on Weston Avenue and other street projects, and trustees approved a recommendation to add rapid-flashing pedestrian beacons at three Schofield Avenue crossings and remove several mid-block crosswalks.
Staff presented the capital improvement program update and construction progress on several street projects, and trustees directed staff to proceed with pedestrian crossing improvements on Schofield Avenue.
Michael (staff member) reported Integrity Grading began tree clearing and grubbing for Weston Avenue between Von Kennel and the upcoming half-mile segment; that segment is scheduled for completion this year, with the remaining segment planned for 2025. Staff said the joint project with Rothschild has water mains nearly tied in at Birch Street and that WPS started gas-main work. Summit Avenue water-main work was slated to start the week of the 16th, and storm-sewer work on East Jelnick is beginning this week with subcontracting to McCabe Construction.
On Schofield Avenue, staff said plans are about 60% complete for a reconstruction that will convert a concrete roadway section to asphalt and includes pedestrian crossing evaluation. Trustees discussed four candidate crossing locations between Normandy Street and Alderson Street: Normandy, a Pine-Street-area crossing (suggested to be moved to the Pine intersection), a Cutoff/Cherry-area crossing (moved slightly west in discussion), and the existing Fox Street crossing (to be restored and better signed). After discussion of sight lines, turning movements, refuge islands and nearby bus stops, the board recommended issuing an RFP (request for proposals) for rapid-flashing beacons at Pine, Cherry and Fox Street locations and removing several existing mid-block crosswalks to direct pedestrians to the new beacons.
Why this matters: the Schofield corridor carries high pedestrian and vehicle volumes near businesses, bus stops and apartment complexes; staff said clustering controlled crossings and adding islands or beacons should improve safety and reduce unsafe mid-block crossings. The CIP update also included schedule notes: Fuller Street preliminary design is underway with a neighborhood public meeting next month; Schofield reconstruction is planned for construction bidding in February-March to begin work as weather permits next year.
Staff said other items on the CIP docket include Rhine Street substation site work and paving later this month, ongoing right-of-way acquisitions for Weston Avenue, and overlay/maintenance work in multiple neighborhoods. Trustees voted to proceed with the RFP recommendation by voice vote.
