Mayfield Heights Council approves internet auction resolution, adds assistant law position and OKs preliminary CVS site plan

The Mayfield Heights City Council on March 24 passed three recorded measures: a resolution authorizing Internet auctions for unneeded city property, an ordinance creating an assistant law director position and associated salary changes, and a motion granting preliminary site‑plan approval for redevelopment of the CVS property at 5901 Mayfield Road.

Resolution 2025‑12: The council voted to confirm the city’s intent to sell unneeded or obsolete property by Internet auction and to authorize the use of representative auction websites. Council moved and passed a motion to suspend the rules and then approved the resolution; the record shows affirmative roll‑call votes by Councilmembers Medic, Talvin, Balestreya, Manno, Cebeda and Snyder.

Ordinance 2025‑13: Council approved an ordinance reorganizing certain administrative departments and adding an assistant law director position and related salary exhibit. After suspending the rules, council approved the ordinance. Finance director Susan Scully noted the ordinance also adds a section allowing purchase of shirts for counsel as a uniform item.

Preliminary site plan: Council voted to approve a preliminary site plan for a new retail building described in the motion as 5,500 square feet for the CVS property redevelopment at 5901 Mayfield Road. The project team and architect described the building as an all‑brick retail structure intended to form a cohesive retail campus with the existing CVS building; the applicant said the CVS portion of the site remains unchanged. Developers said they had been named in a lawsuit by an adjacent neighbor, which required them to revisit the project’s footprint and design; the team said the new building would address prior issues and allow the project to move toward final approvals. Council discussion included questions about a shared parking/access easement and a city‑owned monument sign that may encroach into the curb/drive area; councilmembers asked the city and applicant to review those items as the plan advances.

Second reading: Council placed amendments to Chapter 13.41 (rental properties) on second reading at the director of law’s suggestion so the city can track state action on Ohio Senate Bill 104; the director said the measure is likely to be tabled at the next meeting while state law remains in flux.
