Council hears update on pool-site study; $235,000 redirected for geotechnical borings at existing site

Background and current site preference Council heard that the subcommittee has examined multiple parcels previously discussed in packets (former Claire property, Moundview Park, soccer park and UWP Miners Field) and that, at this stage, the group is looking at the current pool site as the preferred location for a replacement facility.
Geotechnical exploration and funding Staff told the council a CIP budget amendment redirected about $235,000 from another project to support geotechnical and site-exploration work for the pool project. The city has solicited geotechnical estimates: staff said engineers estimated performing eight borings to approximately 25 feet at the existing site and indicated 25 feet should be adequate for typical pool foundations; staff said deeper borings are possible at an incremental cost (engineers quoted roughly $220 per additional foot).
Why it matters Councilmember Ken Killian questioned the approach and asked what the city would do if borings encounter void spaces or limestone. Staff replied that engineers would reassess design options and potentially modify plans; the stated purpose of the exploration funding is to identify subsurface constraints before committing to a design or construction approach.
Next steps Staff said the borings will be performed and results returned to the subcommittee; if subsurface conditions require plan changes, the city may adjust the project scope accordingly. The CIP-funded borings are intended to inform design and cost estimates; no site selection or construction funding decision was made at this meeting.
