Milwaukie negotiators report progress with county on Bay Park IGA; council told to expect materials Oct. 21

City negotiators told the City Council on Oct. 7 that after months of slow progress they saw constructive movement in recent days with county counterparts on the intergovernmental agreement (IGA) covering Milwaukie Bay Park.
Joseph, who has been part of the staff negotiating team, said the city and county met repeatedly over the last nine months and that the county asked for time to produce more substantive materials. “We did meet them again on October 1…we saw some progress…we hope to be able to share more at the next meeting and are appreciative of the work behind the scenes,” Joseph said.
Councilors had earlier deputized Mayor Beatty and Councilor Massey as the council’s negotiating representatives. Councilor Massey said the city negotiators and staff worked to include related comprehensive IGA items and thanked staff for persistent effort to advance the talks.
Staff told the council they would prepare materials for the Oct. 21 meeting packet; depending on the county’s timeline the packet could include documents for review and potentially adoption, or contain substantive drafts for council consideration with adoption later.
Ending: staff said they will bring draft agreements or a detailed update to the Oct. 21 packet; councilors asked for transparent timelines and noted the community has waited several years for the park work to move forward.
