Troy City Council approves police testing contract, park grant, union contract and other routine items

At its Aug. 11 meeting the Troy City Council approved a bid waiver for police promotional testing services, an Oakland County grant and budget amendment for Boland Park, a three-year AFSCME contract ratification, an amended meeting schedule and the consent agenda.
The Troy City Council on Aug. 11 approved several administrative and budget items during its regular meeting, including a bid waiver for police promotional testing, a county parks grant for Boland Park, ratification of a three-year AFSCME contract and routine scheduling and consent items.
Police testing: The council approved a bid waiver for promotional testing services with Emco (listed in the packet as EMCO Incorporated), which the police department said customizes promotional assessments for lieutenant and captain candidates and complies with XMDA commission requirements. Chief Jeff Jones told the council the department lacks current eligibility lists for lieutenant and captain and that lists established after testing will remain valid for two years. The motion to approve I-4 was made by Council member Chanda, supported on the floor, and passed on a roll-call vote; the packet lists available funds in the police contractual services budget as the source of payment.
Boland Park inclusive play area: The council accepted a $250,000 grant from Oakland County Parks and Recreation to fund phase 2 of the Boland Park inclusive play area project and approved a related budget amendment. Kurt Bovinski, director of public works, said the county grant will fund pathways, picnic areas and fencing so the city can complete phases 1 and 2 together rather than open the new play structure this fall then close it again for additional work. The council moved and approved I-5 by roll-call vote.
AFSCME contract ratification: The council ratified a three-year collective-bargaining agreement with the American Federation of State, County and Municipal Employees (AFSCME), effective July 1, 2025, that includes wage and other financial changes, an increase in second-shift differential, certification incentive modifications and overtime incentives for emergencies, Deputy Human Resources Director Jennifer Sloan told the council. The motion to ratify (I-6) passed on a roll-call vote.
Schedule and consent items: The council approved a schedule change (rescheduling a special meeting to Sept. 29) and approved the full consent agenda by vote; Council member Hamilton moved the consent motion and Council member Chamberlain supported it. Several council members thanked staff for work on the park project and the AFSCME negotiations.
All listed motions in the agenda packet passed on roll-call votes with affirmative votes recorded by the clerk.
