When staff described next steps, Johnny (city staff) said, "My my next step is citations," and council discussed directing the city's attorney to send a compliance letter if the operator does not advance permit transfer and other required steps. Council members suggested escalation could include citations and, if necessary, demolition or removal actions for persistent noncompliance, and asked staff to report back at the next meeting.
Council did not take a formal vote at the work session; staff said they would attempt additional administrative steps and legal notice before moving to citations.
