The Medina City Council Finance Committee approved a group of routine finance and administrative items in a single meeting, adopting emergency clauses for several time-sensitive matters. The measures included updates required for federal/state grant compliance, contract renewals, budget amendments, easements and several other items listed on the committee agenda.
Key approvals included:
- Adoption of an updated Citizen Participation Plan for Community Development Block Grant (CDBG) programs (item 25 1 56) with an emergency clause. Staff said the plan update was overdue under state CDBG requirements and recommended immediate adoption.
- Adoption of a Residential Anti-Displacement and Relocation Assistance Plan for CDBG (item 25 1 57) with an emergency clause; staff said this is a boilerplate required document that becomes relevant only if CDBG funds are used to remove low- and moderate-income dwelling units.
- Extension of a parking agreement with Medina Supply (South Broadway lot) and approval for public-art work funded by a Main Street Medina grant (item 25 1 58) with an emergency clause; staff said the current agreement expired Oct. 3 and the extension preserves event and employee parking.
- Acceptance of a $75,000 veterans-treatment-court grant (item 25 1 59) covering the July 1–June 30 grant year; the committee accepted the grant and added an emergency clause so funds can be submitted on schedule.
- Authorization to write off uncollectible utility accounts where collection is barred by bankruptcy and to approve other routine fund transfers and budget amendments (items 25 1 60, 25 20 25 31–32, and related transfers).
- Approval to accept two signed easements for the Prospect Street Bridge reconstruction (items 25 1 70); staff noted the properties had been signed more than 30 days earlier and requested expedited recording.
- Acceptance of four previously approved change orders for the Medina Municipal Courthouse renovation (item 25 1 71); staff said the total contract amount did not require an increase because of existing allowances and savings in other bid packages.
- Increase of the purchase order for Rescue Painting (rec-center locker-room work) to $28,800 (item 25 13 75) to cover material shortages and additional touch-up work.
- Vacating a 0.14-acre city right-of-way and returning it to Saint Francis Xavier Church (item 25 1 66); planning commission had unanimously recommended approval and staff asked council to waive three readings as the property is surrounded by compatible public-facilities zoning.
All of the above items were approved on voice votes; where staff requested emergency clauses the committee granted them to meet timing requirements tied to grant schedules, contract expirations or recording needs. Several other routine housekeeping matters (special assessment fund transfer request to seek common-pleas permission, salary-and-benefits-code correction for police lateral hire, county all-hazards mitigation plan adoption, city auction authorization) were likewise approved.
No item in this package required additional hearings; staff said the items are standard fiscal housekeeping and implementation tasks.
