The group asked council to consider another allocation — the representative mentioned $5,000 as a target to fund roughly two more years of work; committee members said they would consider either $2,500 or $5,000 but would await confirmation from the SPCA about whether it is willing to act as fiscal agent again. Paul (committee member) said he had emailed the SPCA that day seeking confirmation; finance staff said they would table the formal request and revisit the item at the next finance meeting.
The Meow Fix representative described program operations: volunteers handle trapping and client intake; most clients pay vet costs, but city funds have subsidized residents who cannot afford treatment. The representative said countywide the organization has helped “almost 4,000 cats” through its program (countywide figure), and stressed that TNR is ongoing work because new animals continue to appear.
Committee members noted the prior arrangement with the SPCA had reduced precedent-setting concerns about giving city funds directly to a private entity; city law staff and the finance committee said that confirmation from the SPCA about continuing as fiscal agent would inform whether the city should repeat that arrangement or consider an alternative approach.
No appropriation was adopted at this meeting; committee members asked staff and the Meow Fix representatives to respond to outstanding questions by the next finance meeting so the committee can consider a formal appropriation then.
